They are usually used to cut metal stock items. Like angle iron, & extruded tubing. I have only used band saws for this kind of work. I have never seen a “power hacksaw”. Unless you mean a handheld reciprocating saw. Then if that’s the case, a band saw is a large free standing saw like a table saw that you use in a shop, that has a blade that runs in a continuous loop, but a power reciprocating saw is a portable hand-held unit that uses interchangeable blades for wood, & metal..
Mostly metal, but the true measure of what a saw can cut is teeth per inch. The more cutting teeth you can get into an inch of blade, the harder the material you can cut with it.
Both are very useful tools, Portable band saws are great for cutting molding. I use mine for a cut off tool at time, works good on pipe. It’s one of those tools that has too many uses to list.
